This is the daughter card from a prototype IIGS, it uses four EPROMs for simplicity during the debugging and development phase as 1MB ROMs were not cheap, and the 28 pin programmable version was not easily obtainable. That kinda says something when you have Apple Computer making adapter boards instead of supplying developers with ROMs.
