I'm trying to get the enhanced gs/os version to work. The problem is when I try to copy the tool file it wants copied, I am running into it complaining that my system tools dir is write protected. How do I get around this?

That's unusual that your 'Tools' folder would be doing that, but the solution SHOULD be easy. Simply select the 'Tools' folder icon and get info (command-I). Find the 'Locked' checkbox and click on it, so the checkbox is no longer crossed.
Additionally, it's possible that your system folder or even the system boot volume you're using is locked. Get info on both the system folder and the volume itself to ensure it's not locked.
Additionally, are you emulating a IIGS or running a real one? If you're on a real machine, and your system disk is a floppy, ensure the write protect notch is set to allow writing to the disk.
As a last piece of help, you can download the hard drive image I've set up with System 6.0.1 (and almost every freeware and shareware game ever known). Additionally, I've also preloaded every system tool released, so you should be able to run the Bard's Tale without having to copy over Tool35 to a system disk:

Hope this helps :-)
